Do we need our own video content to use it?
No. The outstream player monetizes ordinary article and feed pages with no video library at all. If you do have content, the instream player adds pre-, mid-, and post-roll on top, and both run on the same tag.

The player is a lightweight HTML5 build that lazy-loads and only renders when it can fill. Time-to-first-frame stays under a second on mobile, and unfilled units collapse instead of leaving a blank box.
